This 16-page "prestige" booklet, issued by the United States on March 27, 2000, highlights five stamp designs (two of each) created to honor various periods in submarine technology and design. The booklet contains two souvenir sheets, each with five stamps (including high value stamps). The two souvenir sheets have different text in the sheet selvage

The following is a quote from the U.S.P.S.: "With an introduction by Edward L. Beach, Retired Captain, U.S. Navy, the booklwt features a short history of underwater warfare, post- WW II submarine design and the significance of the prestigious Navel Dolphin Pin. Plus each page bears the story of at least one vaval sub, with striking illustrations of battles and photographs of famous crewmen. Describing in detail the highs and lows of each vessel's most heroic voyages, every account is authenticated by high-ranking naval officers. Each stamp accurately portrays the unwavering strength of the U.S. Navy's fleet- from the first sub, called the 'Holland,' to the nuclear-powered Los Angeles class attack subs, to the 'Ohio' class, armed with Trident missiles."
