The Marshall Islands issued this complete mint set of nine stamps (three strips of three stamps each) on July 16, 1987, to commemorate the 200th anniversary of the United States Constitution. The stamps feature excerpts from the Marshall Islands and U.S. constitutions. The Marshall Islands were taken by the U.S. from Japan during WWII and became a U.S. Trust Territory. In 1986, the Marshall Islands became a souvereign state in "Comapct of Free Association" with the U.S.

Testing stamps, also called "dummy stamps," were utilized by the U.S. Postal Service for testing of their machines- in the case of mint coil stamp pair offered here, for the testing/adjusting of coil dispensing machines and stamp affixing equipment. The United States Postal Service paid tribute to the 38th U.S. president, Gerald R. Ford, with the issuance of this mint self-adhesive stamp in 2007. A republican, Ford was the only U.S. president (1974-1977) elected neither president nor vice president; he attained these positions following the resignations of Richard Nixon and Spiro Agnew, respectively. Note that President Ford was an avid stamp collector.
